Since 2021, a committee made up of representatives of the Autonomous Administration of North and East Syria (AANES), political parties, women's and youth organizations, and civil society organizations have been working on a new version of the current Social Contract. The difficult situation in the region because of the attacks by Turkey and the economic crisis, led to a postponing of the committee's consultations with the various population groups in North and East Syria.
The aim of the Social Contract is to create the framework for a decentralized administrative system in Northern and Eastern Syria. This applies in particular to the separation of powers and the protection of human rights.
During its 91st ordinary meeting on Tuesday, the General Council of the Autonomous Administration of North and East Syria approved the Social Contract presented by the Social Contract Drafting Committee last week.
The meeting at the Autonomous Administration building in Raqqa was attended by the presidential board of the General Council of the Autonomous Administration and representatives of the legislative councils from the seven regions.
Yasir El Silêman, Deputy Co-Chair of the General Assembly of the Autonomous Administration, read the 134 articles of the Social Contract one by one for an evaluation by the participants.
At the end of the meeting, the General Assembly approved the Social Contract. The social contract will enter into force as of the release date.
