Democratic Process of Conflict Resolution

In the city of Venice a series of conferences have been held to discuss about the democratic resolution of conflicts.

In the conferences took part representatives of Sìnn Fein, the Abertzale Left, Freedom and Democracy Party and institutional representatives from Ireland, Basque Country, Kurdistan.

The participants have reached the following general conclusions:

a. When in a country there is a rooted conflict of a political nature, the solution to it can only be political in full agreement with human rights.

b. During a resolution process all political forces in each country, should be part of it, all political forces should participate on an equal basis and with equal rights to achieve a stage of stability and full democracy. This participation cannot be subjected to any particular interest.

c. Legal mechanism should be put in place to allow banned parties to participate on equal terms in the process. All ideas and the parties representing them should be legalized so that all options can participate on equal terms.

d. No idea can be imposed; outcomes must be agreed. The only working tool is dialogue and negotiation. Society must be the guarantor of any process, only it and no one else can or should condition its leadership role.

e. The international community must support and promote the development of dialogue and negotiation for a conflict resolution.

The resulting peace scenario has to also ensure freedom for all political prisoners involved in that conflict.

The City of Venice together with the municipalities which took part in the conference commit themselves to the creation of a permanent network among Italian, Basque, Kurdish and Irish municipalities to promote common work to enhance direct democracy.
