The Turkish state, known as the main supporter of ISIS gangs and whose support has been documented dozens of times, is still trying to implement many of its dirty plans against the Kurdish people and the peoples of the region through ISIS. To this end, it feeds, trains, arms and uses the gangs for its own interests.
After the overthrow of the Baath regime in Syria and the rise to power of an armed organization like HTS, the Turkish state launched attacks on the Euphrates region and generally on the regions of Northern and Eastern Syria with its proxies, the ‘Syrian National Army’ (SNA).
The SNA continued to attack the Tishrin Dam, Qereqozax Bridge and the rural areas of the region with air support provided by the Turkish state.
In parallel with these attacks, it has emerged that the Turkish state has a dangerous plan to revive ISIS and mobilize it against the Syrian Democratic Forces (SDF). According to information obtained from a source who wanted to remain secret for security reasons, a critical ISIS meeting was held in Ankara at the end of 2024. It is understood that the majority of ISIS members who attended the meeting were Iraqi and from the Tal Afar district of Mosul.
According to the information obtained, the meeting was organized on 23 December 2024 in Ankara at the house of Ali Serhan Süleyman El-Mişko, an ISIS official, by Sebah Muhammed Ali El-Hemo, the so-called head of the ISIS Military Council in Turkey. It was noted that the majority of the people who attended the meeting were registered in the Tal Afar population. There were also ISIS emirs from Mosul, Anbar and Saladin.
The same source said about the identities of those attending the meeting: “The meeting was attended by ISIS Ankara Director and Emir Talat Yunus Muhammed El-Şero, Abdulhekim Şêxo Abdulaziz El-Şêxo, Imad Khalid Velid El-Izdo El-Rawi, Abdulhani Hasan Muhammed El-Silo, Raid Ismail Abbas El-Nasır El-Heyal. The majority of these names are from the Tal Afar district of Mosul. The meeting was also attended by ISIS emirs from Mosul, Anbar and Saladin.”
According to the source, the purpose of this meeting was to plan an attack on the regions controlled by the SDF forces and the Autonomous Administration of Northern and Eastern Syria. The participants were asked to cross into the Syrian Desert, i.e. the Raqqa, Deir ez-Zor and Hesekê regions.
It was also stated at the meeting that action should be taken against the SDF forces in those regions, and that all oil wells there and under the control of the SDF should be seized. It was also reported that Turkish intelligence had guaranteed that they would provide air support if the ISIS mercenaries attacked from the ground, and thus an attack would be carried out on Hesekê, Deir ez-Zor and Raqqa.
ISIS Military Council Officer Sebah Muhammed Ali El-Hemo asked those attending the meeting to send 10 men under his command to Syria, to secure from the Turkish state their monthly salaries of $800, and for the needs of their families to be met.
It was particularly emphasized that ISIS families in Turkey should be helped. It was learned that ISIS gang leaders such as Kasım Selim Muhammed El-Heneş and Nevzad Muhammed Ali El-Şeleş put forward their names.
It should be noted that the Turkish state has been working for a long time to transfer the prisons where ISIS gangs are held from the control of the SDF to the control of the HTS. Otherwise, they threaten international powers and the Autonomous Administration with intervention.
The Turkish state had previously made a similar attempt for the Xwêran Prison in Hesekê. It was noteworthy that the majority of the gangs attending the meeting were Iraqi and from Mosul. The plans made also include Hesekê, which is neighboring Shengal, and this poses the threat of ISIS returning to Shengal. Clearly a big threat to the Yazidis and the people of the region. It is noteworthy that one month after this meeting held in Ankara, the Iraqi parliament approved the General Amnesty Law upon the request of some Sunni factions close to the Turkish state. It is known that hundreds of ISIS members held in prisons in Iraq will also benefit from the General Amnesty.
