The final declaration of the Rojava Kurdish Unity and Common Stance Conference, held in the city of Qamishlo with the participation of 400 delegates, has been announced.
The final declaration read by Foza Yûsif, member of the PYD (Democratic Union Party) Presidential Council, and Mihemed İsmail, president of the ENKS (Kurdish National Council in Syria), stated the following:
“Following lengthy dialogues and commendable efforts by our friends, brothers and sisters, the Rojava Kurdish Unity and Common Stance Conference took place on April 26, 2025, in Qamishlo with the participation of Kurdish parties, civil society organizations, women's movements and organizations, and independent activists from different regions of the Syrian Kurdish community.
This conference has been organized with the goal of establishing a Kurdish consensus on the construction of a new Syria, shaping the future of Syria, and achieving a solution to the Kurdish question following the overthrow on December 8, 2024 of the oppressive regime that trampled on the freedom and dignity of all the peoples of Syria, faiths and communities, devastated the entire Syria and killed and displaced millions of people.
The Syrian people have sacrificed their lives to overthrow this regime and end oppression, to protect their freedom and dignity. The Kurdish people in Syria have lost countless lives as a result of this regime's practices, and thousands of Kurds have been martyred. The Kurdish people have been fighting for decades to achieve their national rights and eliminate the oppression they face. They have conducted this national struggle in solidarity with the struggle for the establishment of a pluralistic democratic system in Syria.
Our historical responsibilities and the requirements of the current process necessitate the formation of a common Kurdish vision through collective will and a fair solution to the Kurdish question in Syria, such as democracy and decentralization.
The participants ratified the shared Kurdish vision presented to the conference as a founding document expressing a shared view and position based on a multi-ethnic, multi-religious, and multicultural identity, committed to international human rights conventions, protecting women's freedom and rights, ensuring their effective participation in political, social, and military institutions, guaranteeing the constitutional rights of the Kurds, and achieving a fair and comprehensive solution to the Kurdish issue within the framework of a united Syria.
The conference calls for the acceptance of a common Kurdish position and for this to be seen as a basis for national dialogue, whether between Kurdish political forces or between them and the new administration in Damascus and all other national forces in Syria. The aim is to participate in the construction of a new Syria that protects the dignity and rights of the people without discrimination, guarantees their rights and freedoms through constitutional safeguards, respects Syria's regional and international relations, and encompasses all peoples of the region as elements of stability and security without eliminating or denying any component, and without resorting to unilateral thinking or practices.
It was decided that a joint Kurdish delegation would be formed immediately to work toward political reality based on the implementation of this common vision, and to hold talks and engage in dialogue with the relevant parties."
