DEM Party MP Ömer Faruk Hülakü stressed that resolving the Kurdish issue requires not only a genuine will but also concrete and lasting steps.
Ömer Faruk Hülakü, an MP for the Peoples' Equality and Democracy Party (DEM Party), emphasized that improving the conditions of Abdullah Öcalan is not merely an individual matter, but also a decisive element for peace and the resolution process.
Hülakü stated that the process initiated by the 'Call for Peace and a Democratic Society' can only progress meaningfully if a communication environment is established where Mr. Öcalan can share his ideas with society and present his evaluations of the process.
Legal arrangements are essential
Hülakü stated that legal arrangements are essential to ensure Mr. Öcalan’s effective participation in the process. Hülakü said: “Topics such as peace and resolution, which carry immense social importance, can only move forward in a meaningful way if actors with real influence on the matter are included in the process. Mr. Öcalan has previously played a decisive role both in creating a non-conflict environment and in shaping perspectives toward a peaceful resolution. Therefore, enabling him to contribute once again is not merely a matter of rights but also a strategic step that could pave the way for a solution. For this, a legal foundation must be established, and channels of communication must be made open and sustainable. This is one of the fundamental steps that must be taken in the name of social peace.”
An institutional and lasting basis for negotiation
Hülakü emphasized that the government must first clarify its true intent, whether it seeks resolution or continued conflict. He continued: “If there is indeed a will for a solution, it must not remain limited to declarations but must be supported by concrete steps. At this point, we must learn from past experiences and establish a more institutionalized and lasting basis for negotiations. It is essential to build regular, open, and transparent communication with all those who can contribute to the process, particularly Mr. Öcalan. Rebuilding trust depends on this. And at this stage, it is clear which side must take the first step.”
Why is communication still being blocked?
Hülakü stated that communication channels must be open for Mr. Öcalan to contribute to and guide the process. He said: “During the resolution process, the ideas put forward and the calls that were made resonated strongly with society. A period of non-conflict was achieved, and the deaths came to a halt. Yet today, the most crucial actor who could once again contribute to the process is held in complete isolation. This cannot be justified on legal grounds, nor does it carry any political meaning. The real question we should be asking is this: why is communication still being blocked with the one person who could most effectively support this process? This remains one of the main obstacles preventing the process from moving forward.”
The government must now take action
Hülakü stated that the government bears a serious responsibility and added: “Peace cannot be one-sided. The Kurdish side has repeatedly declared its readiness for a solution. Now it is the government’s turn to act. The first step must be the complete transformation of Mr. Öcalan’s conditions and the securing of his freedom. It is the government’s responsibility, both legally and politically, to take this step. For justice, equality, resolution, and peace, bold steps must be taken. Communication channels with Mr. Öcalan must be opened, and his ideas and evaluations must be shared with the public. Only then can a genuine basis for negotiation be established. The government must fulfill its duty on this matter without delay. Turkey’s future depends on it.”
