Günay Kubilay, former spokesperson of the Peoples' Democratic Party (HDP), is in Sincan No. 2 F Type Closed Prison. He objected to the handcuffs that were tightened on his hands during a transfer to the hospital and refused to go to the hospital.

According to the information received, Kubilay was handcuffed when he was asked to be seen at the Jaw Surgery Department of Ankara Gazi University Faculty of Dentistry on 18 September. Kubilay objected to the soldiers tightening the handcuffs.

Kubilay said that the handcuffs were too tight, that standing in the ring like this would be equivalent to torture, that it was not possible to eat with the handcuffs on in case he was kept in the ring for 7-8 hours, and requested that the handcuffs be loosened. However, Kubilay's request was rejected. Kubilay protested the situation and refused to go to the hospital.

Günay Kubilay later sent a petition to the Ministry of Justice, the Parliamentary Human Rights Investigation Commission (IHIK), the Gendarmerie General Command, and the Sincan Prisons Campus Gendarmerie Regiment Command. He stated that the cabin of the shuttle vehicle they were put in was the size of a “cage” and added: "We go back and forth in this cage. We are kept waiting there for hours. We are forced to eat lunch there. It is not even possible to move inside. It has tiny windows. Such a practice is inhumane." Günay Kubilay also requested that the necessary legal procedures be initiated against the soldiers who tightly handcuffed his hands.
