Ruled by the Peoples’ Democracy and Equality Party (DEM Party), the municipality of the Kağızman district of Kars was usurped by the government.
The municipality was usurped by the district governor, who was appointed as a trustee by the Ministry of Interior.
The usurpation followed the sentencing of the co-mayor Mehmet Alkan to 6 years and 3 months in prison for "membership of an illegal organization" on 20 February.
In a statement about the usurpation of the Kağızman Municipality, the DEM Party said: “Those who fear the will of the people are at work again. The trustee appointed to Kağızman Municipality is the AKP government's war against the people's right to elect and be elected. Our municipalities are targeted because they serve the people and disrupt the corruption order. However, neither we nor our people will accept the trustee usurpations. We do not recognize this coup against democracy, the will of the people and our elected co-mayors. The trustee regime will collapse and the people will win.”
