Details of the agreement between KRG and Baghdad

It came out that a six-point agreement was signed between the Kurdistan Regional Government and the Iraqi government following the talks held on October 29.

Short after Southern Kurdistan’s Ministry of Peshmerga announcement that no agreement was made with the Iraqi central government, it came out that a six-point agreement was signed between delegations of the Kurdistan Regional Government and the Iraqi government after the talks held between the two sides in Nineveh Operations Room on October 29.

The delegation attending the talks on behalf of the Iraqi government was made up of Iraqi Army Chief of Staff General Othman Ali Farhud al-Ghanmi, Deputy Interior Minister Lieutenant General Muvafak Abdulhadi Tofiq, Lieutenant General Menaf Abbas Ali, National Security Board Vice President Hamir Reşid Fıkeyh and Military Intelligence Director Major General Saad Mezher Ellak.

The delegation representing Southern Kurdistan included; Interior Minister/Acting Peshmerga Minister Karim Sinjari, Peshmerga Forces 70th Units Commander Jafar Sheikh Mustafa, Peshmerga Command Member Lieutenant General Sherwan Abdurrahman, Zerevani Forces Commander Major General Aziz Weysi, Major General Zırar Hemesalih and Peshmerga Intelligence Director Brigadier General Bırusk Kasab.

The agreement signed by the delegations representing two sides includes;

- Local administration and local police will administer areas falling within the boundaries of the Kurdistan Region based on Article 53 of State Administration law and of 19/03/2003 and Article 143 of the Iraqi constitution, in a way that does not conflict with the Federal Law.

- Deployment of Federal Forces in all areas that fall outside the administrative boundaries of the KRG provinces and Peshmerga presence in these areas must be symbolic and differ in size from one area to another and decided by the Federal authorities.

- Securing the Fish Khabur area by Border forces and Federal forces for lack of a legal text on the deployment of any forces other than the federal forces and if the Peshmerga forces become part of the Federal Forces then they will all have to abide by the orders of the Central Command of the Armed Forces.

- The Federal Forces will command all areas where they will redeploy.

- Commanders of the Federal Forces and the Peshmerga will draw a plan for the deployment of Federal Forces in these areas and the handover of areas.

- This agreement will be implemented in all areas where KRG forces will withdraw from.
