New information comes to light about the presence and organisation of the Turkish intelligence organisation MİT within the ISIS. The documents in Turkish captured by YPG and SDF combatants confirm the relations of the Turkish state and ISIS.

Military training notes over the height of the women in PKK points at a specific operational presence of MİT within the ISIS. A worried temper can be felt over the operations of SDF and YPG in the notes, which include restrictions on leaves and punishing of the undisciplined. A statement in the notes, which says “In action, legitimate ways, and sometimes even illegitimate ones, can be used.” shows how far from ethical values the gangs wage their war.

It had come to the public’s attention that Turkish soldiers helped and took part in the attacks on Til Xenzir, Gre Spi and Kobanê on March 10, 2015. A note addressed to Ebu Meryem that was crossed out is a kind of confirmation of the claims. The note says: “We should infiltrate their population, crush, kill them and retreat.”

TEACHING METHODS IN TURKISH

In notes YPG and SDF captured in ISIS headquarters in Hol, Shaddadi, Kizwan and Gre Spi, it can be understood that the Turkish MİT is managing the ISIS gangs beyond one or more fighters taking notes. Members coming from different countries around the world and joining ISIS with the help of the Turkish state receive basic training and communication in Turkish, which shows the authority of the Turkish MİT over ISIS.

It grabs attention that the first parts in ISIS’ Turkish notes is training methods for the newly recruited members. The notes include arrangements of ISIS on a 'state' level like Fav, Raqqa, Mosul and Gizeyla. Among the notes are those by commanding persons to their upper and lower ranks, as well as those regarding training, use of weapons and explosives, about first aid and most importantly, about procuring and utilizing chemical substances.

PRESCRIPTIONS FROM TURKISH HOSPITALS

Along with the notes, documents with Turkish Red Crescent’s logo, prescriptions from Republic of Turkey Ministry of Health Office of Public Hospitals, Diyarbakır Public Services Union Secretary, Diyarbakır Children’s Hospital and their translations in Arabic were found.

There are also notes on molotov cocktails along with explosives. These include the history of the molotov cocktail, its use and its results in detail.

The notes that include the warning, “Be careful, the mistake you make might be your last”, tell the effects and side effects of explosives in Turkish in detail.

The notes also include instructions for making fuses and detonators and their sensitivity levels, the speed of the explosives and the damage they will inflict.

NOTES ON THE “HEIGHT OF WOMAN IN PKK”

It can be seen from the notes that along with general weapons, personal and heavy weapons are also taught in detail. Weapons like Kalashnikov, Karnas, M16, BCK and B7 are especially handled in great detail. A particular instruction on assault rifles and a measurement of the target over the height of a female PKK member PKK stands out in the notes, one of which reads “The PKK woman is 1.52 tall and is at 700 m distance”.

SPIRITS ARE DOWN IN THE GANGS, SUICIDE COMMANDOS FLEEING

In Turkish ISIS notes, it is apparent that the gangs don’t get along very well and that discipline and order fail to be established due to members acting on their own. The fear and worry can be seen to be developing especially in notes from places like Shaddadi where the possibility of operations and maneuvers by SDF forces loom. There seem to be almost no leaves allowed and those who actually get leaves are instructed to get back to their posts before sundown.

The seized document dated 25.10.2015 lists those who don’t work and those who deserted: “-Ebu Hacer didn’t work on 20 days. -Ubu vat Group hasn’t worked in 10 days, since 25.10.2015. -Muhammed Şaşani lied, deserted, he left. Amcet and Ebu Abdurrahman. -Ebu Yasin was called for suicide, left and then returned on the way.”

NAMES IN ADMINISTRATION AND THE TURKISH FLAG

Another significant note includes an arrangement of Emirs and battalions. It is understood that one of the captured notebooks belongs to a high ranking ISIS gang leader. In the notebook that includes notes on almost any subject, there is also an arrangement on the administrations of Fav, Raqqa, Mosul and Gizeyle.

According to the notebook, Fav administration includes Ebu Osman and Ebu Musemme Musul; Raqqa includes E. Katade, E. Kuteybe, E. Hamza Semavi, Mosul includes E. Hasan Sebavi and Gizeyle includes E. Kail Yemeni, E. Mihemed Teffani, E. Bekir İsmaili.

There are hundreds of documents in ISIS Turkish notes that include a stamped Turkish flag.

IS THE WORK AND EMPLOYMENT INSTITUTION IN KONYA CONNECTED TO ISIS?

The gangs got their orders delivered to their addresses as freely as they circulated in Turkey’s cities. The orders that have Konya Work and Employment Institution’s stamp on them clearly show transactions between the Turkish state and the ISIS.

The addresses that appear in the documents stamped by Konya Work and Employment Institution in Konya, a city brought to attention with the ties to the gangs that is known to supply members to them, are deemed worthy of being investigated. The connections of the shops Akdeniz Can, Efendioğulları and Aktifler Gıda (Mustafa Can) to ISIS should be investigated.

The addresses and other information found on the notes include:

“Akdeniz Can, Telephone: 444 10 80, Address: Fevzi Çakmak Neighborhood Busen Organised Industrial Site, Kezban Avenue No:29.

Efendioğulları, Emre Bütün, Telephone: 320 42 25.
