The intelligence headquarters building had been targeted in a suicide attack in March, when 3 people lost their lives and 5 were wounded.

According to the United Nations, Kabul has become the most dangerous place in Afghanistan for civilians. Recent attacks in the city are often claimed by ISIS gangs and the Taliban.

In an attack in a Shia majority neighborhood on April 22, close to 60 people lost their lives and 20 others were wounded. In that attack, ISIS gangs had targeted a registration office for the elections to be held on October 20. As the elections draw near, the increased attacks pose a risk to election security.
