PKK (Kurdistan Workers' Party) Executive Council Member Murat Karayılan spoke in Mem Şirvan’s segment on Stêrk TV for the 18th anniversary of the February 15 international conspiracy against the Kurdish People’s Leader Abdullah Öcalan and commented on the conspiracy and the developments on the agenda.

Karayılan pointed out that the conspiracy on the Kurdish People’s Leader Abdullah Öcalan’s person was against the Kurdish people and called on the international powers that had a part in the conspiracy to develop initiatives to solve the Kurdish issue today. Karayılan pointed out that the Kurdish issue is a regional and inter-state issue and stressed that the US, Russia and all western countries should call for an end to the Turkish state’s enmity against Kurds, its chauvinism and its racism.

Karayılan also commented on the referendum process in Turkey and expressed that saying “Yes” is to approve all attacks and massacres Erdoğan has implemented and will implement throughout Kurdistan.

Highlights from Karayılan’s comments, translated by ANF English service, are as follows:

“THE CONSPIRACY HAS BEEN VOIDED BUT NOT COMPLETELY WIPED OUT”

“The inter-state conspiracy was an annihilation attack that was developed against the existence of the Kurdistan Freedom Movement and the people of Kurdistan in the person of Leader Apo. I first condemn the dishonorable inter-state February 15 conspiracy. And I salute all our martyrs who displayed a resistance by putting their bodies up as hields against the conspiracy against the conspiracy in the “You can’t darken our Sun” demonstrations. I bow in front of their memory. I repeat our promise to them.

Without a doubt, our revolutionary duty for Leader Apo and the martyrs and our people is to remove the effects of this inter-state conspiracy and to liberate Leader Apo. It has been 18 years since the conspiracy. This 18 year period has truly been filled with struggle. The aim of the conspiracy was to completely wipe out the free stance of our movement. Leader Apo developed a process against the conspiracy in İmralı in an ingenious and meaningful stance and thus voided this conspiracy. Our people also truly came together around Leader Apo in the “You can’t darken our Sun” demonstrations. Our people protected Leader Apo. Our movement and the militants of our movement fought with great devotion. The Kurdistan Freedom Guerrillas put themselves up for shields against all attacks by the enemy, stood firm against the conspiracy and carried great conviction and insistence on the path laid out by the Leader. All these were completed with Leader Apo’s stance. As it is known, the conspiracy failed because of these resistances. But the conspiracy hasn’t been completely wiped out either.

“THEY ARE TRYING TO DISSUADE LEADER APO THROUGH TORTURE IN IMRALI”

The AKP regime still wants to reorganize the conspiracy and revive it. They want to improve on the conspiracy, to combine it with a Kurdish genocide and deepen it even. They are doing this through fascistic means. They are using cruelty and violence. They implement these methods in İmralı. The 18 year long psychological war in İmralı and its methods are the greatest torture. It’s surprising how Leader Apo has resisted these attacks for 18 years. Because they are trying to dissuade Leader Apo through the war of isolation and torture in İmralı. They are trying to make him step back. But Leader Apo has stood against this in a great war of will and an unforgiving attitude.

Apart from these, the genocide politics implemented in Kurdistan are complementing this policy in Imralı. What is this policy? It is the policy of genocide. And, as it is known, today everything the Kurds have is under attack. They are targeting Kurdish politics, culture and all of the Kurds’ values, they want to strip the Kurds off their identity. They want to make them surrender.

But in the face of this, our people’s rightful and legitimate resistance has grown and grown. It has been 18 years since the conspiracy, and our movement is so much larger than before. This is very obvious. Our movement, our society, our power, our experience have all grown. What does this mean? Of course, it means that this conspiracy has failed to achieve results. The Kurdistan freedom struggle has come up on top. Leader Apo’s ideology and philosophy have become a power and will that is embraced more and more in Kurdistan, the Middle East and throughout the world today. We say that the conspiracy has failed in this sense. But it hasn’t been completely wiped out.

“IT’S TIME TO COMPLETELY WIPE OUT THE CONSPIRACY”

Now it’s time to completely wipe out the conspiracy. We can only say the conspiracy has been completely wiped out if Leader Apo is free. This is the goal of this period. Our struggle in this basis has reached a significant level today and it continues. In this framework, on the 19th anniversary of the conspiracy, we want to make this a year of struggle for the freedom of Leader Apo and Kurdistan. The enemy’s attempts up to date at weakening our Movement have failed. Today, our movement is stronger and more resilient than ever, and has the power to start new plunges. The time now is to liberate Leader Apo.

This isn’t only a period of condemning the inter-state conspiracy. This is an important matter. Why? Because we see that some young friends are using some methods. We have seen it in the past. What kind of methods? In the first year, the friends in prisons lit their bodies on fire to protest the conspiracy. This act had a meaning then. But now, 18 years have gone by, if somebody were to resort to this method, it would be unacceptable. In dungeons, in cities, in the mountains, if somebody lights themselves on fire, that is despair. This is not right, nobody should do this. Those who have such inclinations will not be counted as martyrs. Becasuse the duty of the day is not to burn one’s self, not to annihilate one’s self. The duty is to organize, to activate, to be a good militant, to become a good commander and a good leader to increase the struggle everywhere and free Leader Apo. The duty is to smash the conspiracy, not to burn one’s self. So, nobody should resort to wrong methods. And nobody should praise these approaches. Friends with such inclinations should aim to become a good cadre for Leader Apo. They should focus on how to put Leader Apo’s thought into practice.

“LET’S STOP LIFE ON FEBRUARY 15”

Another thing is that our people are protesting the 18th year of the conspiracy with widespread marches and rallies. In the North, in Rojhilat, Bashur and Rojava Kurdistan and in many places around the world, especially in Europe, protests are taking place. The struggle for Leader Apo’s freedom and Kurdistan’s status is rising. There is a fascist cruelty in Northern Kurdistan. A perspective hasn’t been developed to have a societal activity due to this known status. But that doesn’t mean our people will stay on the sidelines. No, on February 15 that we call the dark day, the people of Northern Kurdistan, all Kurdistan peoples and all allies of Kurds should raise their voice against colonialism to show that they stand against this inter-state conspiracy and to remember this dark day. Let’s fast, and let’s not go to work. On February 15, the Kurdish people and everybody else should fast, not go to work, and stop life in protest of this injustice. Especially the people of the North should take this up as a fundamental approach. This is important. That is also true for Rojhilat Kurdistan. Undoubtedly, this is also true for other parts of Kurdistan. This year, the conspiracy should be refused in a stronger manner. Leader Apo’s freedom should be on the agenda more.

This year, especially our people in Europe are displaying a much stronger stance against the inter-state conspiracy. The rally in Strasbourg was much stronger and more massive in comparison with the previous years. This year, allies of Kurds also joined in more numbers. With this, I salute all who participated in the rally. There have been rallies held and calls made in the Strasbourg streets by the Kurdish people for the last 18 years. People shout out that they don’t accept this conspiracy and the imprisonment of Leader Apo. This is very important.

“THE INTERNATIONALISTS’ MARCH IS A NEW VOICE”

Another thing is, this year 70 internationalists from 16 countries marched from Luxembourg to Strasbourg in a symbolic gesture. They marched for 265 km to draw attention to the conspiracy. And then there is the march of the youth. Kurdish youth marched from Mannheim to Strasbourg. That is also meaningful, but the march of the internationalists is a new voice. It is a new and important voice for the freedom of Leader Apo and status of Kurdistan. The public should hear this voice. Especially the states that developed the conspiracy should hear this voice. What was the purpose of this conspiracy, and what happened now. This much is clear, the conspirators’ goals with the imprisonment of the Leader have not been realized. They saw Leader Apo and our Movement as obstacles. It has been 18 years since the conspiracy. The truth of the conspiracy is much clearer now. Yes, the conspirators failed. But they caused a great tragedy for the Kurdish people. For 18 years, this people suffered so much because of these colonialists. They marched so long on streets. They gave so many martyrs. They went through a great tragedy, and it is still current.

“THE KURDISH QUESTION IS AN INTER-STATE ISSUE”

Up to date, the Western world has dealt three great injustices and attacks on the Kurdish people. What are they? The first is the Treaty of Lausanne. The Lausanne Conference was held under the lead of the British and the French, and didn’t recognize the rights of the Kurdish people. The Kurdish people were denied. And that led to genocidal policies being implemented in Kurdistan for 90 years. It caused a great tragedy.

The second is when Southern Kurdistan reached a level to achieve results in 1974. Back then, the US turned their backs on our people of the South. They abandoned them, and that led to a great tragedy in Kurdistan.

The third is the conspiracy of February 15. Once more, this happened under the lead of the US. Russia, the UK and Israel joined in on the conspiracy. Several countries in Europe played a part in the conspiracy. These states have a share in this conspiracy. So, who has the conspiracy served in the 18 years since? Today the issue is still on the agenda. The Kurdish issue isn’t a state matter or an internal matter. The Kurdish issue is an inter-state issue, it is regional, so it’s an issue of the Middle East. Let’s pay mind that the Kurdish issue turned into an issue after the Treaty of Lausanne. The three stages we have stated are due to the policies of international states. And that means, the Kurdish issue isn’t an issue of Turkey or Syria. It is an issue among states. Today if there are attacks on Leader Apo in İmralı, the ones responsible for this aren’t just Turkey, but all these other states as well. Russia, the US and Europe have responsibility. Back then Yeltsin and Grivnikov were in power in Russia. Alright, they made a mistake, and gave a basis for the conspiracy. Clinton (so, the Democrats) was in power in the US then. They viewed PKK and the Kurdish issue from a singular perspective, and that was the viewpoint of the Turkish state. That is how they took part in the conspiracy. But today they have new governments, a new administration has taken office in the US now, the Trump administration. Likewise, there is Putin in Russia. Here’s what I’m getting at: If Mr. Trump or Mr. Putin want to develop democratic methods for the Middle East problem, they shouldn’t turn their backs on the Kurdish issue. This is the only way they can solve this.

Today, the only party with a solution to the Kurdish issue is Leader Apo. The Middle East problem can’t be solved through the mindset of Al-Qaeda, ISIS, AKP or the Saudis. These are not forces of solution, they are the very source of the problem. They have no ability to solve the issue. The dogmatism in the region can be overcome not through a mentality of the nation state, but through a pluralist approach based on democracy, egalitarianism and women’s emancipation as in the Leader Apo’s paradigm. The problem in the Middle East can be solved in this manner.

“THE KURDISH ISSUE NEEDS TO BE SOLVED FOR A SOLUTION IN THE MIDDLE EAST”

For example, there is the Syrian issue in the Middle East now. Russia pointed towards the Kurdish issue being important for the solution in Syria. This is a correct analysis. But the Kurdish issue needs to be solved for all the solutions in the Middle East. It is also important for the solution of the Turkey matter. Today Turkey and the Middle East are important problems. That is why the solution of the Kurdish issue is important. So, if these powers are sincere, if they want to end the chaos in the Middle East, they should approach the Kurdish issue now.

“EUROPE, THE US AND RUSSIA SHOULD APPROACH THE KURDISH ISSUE IN A CORRECT WAY”

Look, Leader Apo turned towards Europe to solve the Kurdish issue through peace and dialogue rather than war. If Leader Apo wanted war, he would have turned toward the mountains. He would have turned toward Iraq, back then there was Saddam in Iraq. If he wanted, he could have gone to Libya. But he didn’t. Where did he go? To Greece. To Italy. Why? To solve the Kurdish issue with the interlocutors. They were the interlocutors. Back then, Italy’s Prime Minister Mr. D’Alama spent some effort. He met with Germany and said, “Let’s hold a Kurdish conference.” Schröder was in government then in Germany. They closed that door. D’Alama saw that it wasn’t up to him and stepped back. But today it’s on the agenda. Europe, Russia and the US, if they really want to have a say in the region, they should approach the Kurdish issue in a correct way. Otherwise nobody will believe them.

Kurdish issue can only be solved through Leader Apo’s perspective and his freedom. There is no other solution. Leader Apo is the force for peace. That is why he had gone to Europe. But the Europeans handed him over to Turkey. For 18 years, Leader Apo has resisted the psychological war with great will and he insists on peace.

“INTERNATIONAL POWERS SHOULD SAY STOP TO THE TURKISH STATE’S ANIMOSITY AGAINST KURDS”

Now, what is the solution? The solution is the freedom of Leader Apo and Kurdistan achieving a status. Look, Russia held a meeting in Astana. Turkey and Iran attended that meeting, but they didn’t invite the Kurds. The Rojava Revolution wasn’t present there. Turkey said the Kurds shouldn’t attend, and Russia didn’t object. Turkey terrorizes everything related to Kurds. What have YPG, PYD or Salih Muslim done against anyone but ISIS to be called terrorists? But they call it “terror”. Russia should have said to the Turks, “Alright, you deny your own Kurds, but what business do you have with Syrian Kurds? Why do you go all the way to al-Bab?” These states need to say stop to Turkey’s animosity against Kurds, their chauvinism and racism. Why? The Kurdish issue isn’t an internal matter for Turkey, it is an international issue and they have a responsibility. They have a responsibility in the cruelty in place in İmralı today. They have a responsibility in the oppression the Kurdish politics face. All Kurdish politicians are in dungeons facing oppression. There is all kinds of oppression imposed upon the Kurdish people. The conspirators have a responsibility in this. Nobody can avoid that. We’re not children. We’re not against anybody. We say that we are ready for a solution. Leader Apo only met with his brother Mehmet Öcalan and said, “We are ready for a solution”.

“THE TURKISH STATE IS TERRORIZING KURDISTAN”

Occasionally we receive messages from certain circles, from US authorities and from other state officials. They say, “Don’t carry out actions in Turkey.” They tell us we need to take a step for inaction. But now we are facing a state that says it will annihilate us. They say they will massacre us. They burned our cities to the ground. They are terrorizing Kurdistan. Last year in Cizre, they burned our people alive in front of the whole world. They destroyed our cities. They want to annihilate us. So, how do we stand against this? They need to face the facts a little. So, why do they only tell us this and don’t tell Turkey they can’t do these things? They fail to see such injustice and oppression. For example, Leader Apo hasn’t been able to meet with his lawyers for five years. Where does it say this in the law? This is not in either international law or Turkey’s own laws. So why is it so? Isn’t the European Council responsible here? Aren’t the human rights institutions responsible? Aren’t those who handed our Leader over to the Turkish state responsible? Yes, they are.

“STATES SHOULD HEED OUR CALLS FOR A SOLUTION”

So, our primary call is for the new administration in the US. We are also calling on Russia and all European states. They need to approach the Kurdish issue in a more honest way and heed our calls for a solution. They need to heed the calls of Leader Apo. When Leader Apo was in Rome, he called on the US and Russia personally. “I came here for a solution, we are ready for a solution. I’m not a terrorist. The biggest terrorist is the state of Turkey. I am a politician,” he said. But they didn’t listen to him then. Now we repeat this call.

The knot in the Middle East issue is the Kurdish issue. This is very clearly the case. Now these states know us better, in the past they had just heard of us. For years now, the US has been here, and we have been here. Russia is here, and we are here. Europe is here, and we are here. We know each other better now. It is true that we have an ideology and a paradigm, but we want to develop a system of solution in the region through democratic methods. This is also clear. That is why these states should uphold their own responsibility for Leader Apo’s freedom and the status of the Kurdish people. This is our call and our expectation.

“AKP CAME TO MHP’S LINE”

In the past, there was a constant wave of fascism and chauvinism in Turkey. There was oppression to destroy the Kurds. Officially, MHP was the mouthpiece for this. There were many more forces, but they were more secret. MHP openly said “The Kurds need to be eliminated, for this we need to attack Kurds in Southern Kurdistan and everywhere else.” They represented an uninhibited aggression. Now the AKP has come to this line of thinking. AKP became MHP-ified. And MHP saw that they had no mission left, that’s when they told AKP that they are with them. They said, “All our ideas are implemented by the AKP, our ideology is in power”. AKP has come to the MHP line regarding the Kurds, their gains and the whole of their existence. They thus want to continue their attacks on Kurds. At the source of this thought is to model themselves after the denial of Kurds. Now, AKP and Erdoğan didn’t have this approach in the past, they spoke as if they were for a solution, but now they showed their true colors and target all the gains of the Kurdish people. They are targeting the Kurdish people in all parts. Right now, they are utilizing tactics in Bashûr, but that is temporary. Bashûr politics shouldn’t kid themselves, if they do, then that means they have gained nothing from all these. This is the MHP mindset. This targets all Kurds. They know this very well that if there is a federation in Bashûr and Rojava, they can’t stop the Bakur Kurds. That is why they target them one by one. But all intellectuals in Turkey, all true patriots and democrats, whatever party they are from, they all should know that in history, whenever Turks have hit a rough spot, or wanted to make a move, they have managed that through the Kurdish-Turkish alliance. For example, in 1071, the Kurdish-Turkish alliance was able to beat the Roman armies in Malazgirt and enter Anatolia.

“TURKS ABANDONED KURDS AND BETRAYED THEM”

Secondly, the Ottoman state, whenever they wanted to expand into the East, had to build alliances with the Kurds. Sultan Selim the Stern was only able to expand into Arabia through an alliance with the Kurds in 1516. So, the empire was able to expand through alliances with Kurds.

Thirdly, in 1918, Turkey and the society hit a dead end. The Ottoman empire fell apart, and Turkey was reduced to a colony. In those tough times, Atatürk turned towards Kurdistan. He went to Erzurum, and they started a whole new process with the Erzurum Congress. The liberation movement was realized through the Kurdish-Turkish alliance. And thus was the Republic of Turkey founded. But after the Lausanne Treaty was signed, Atatürk, İsmet İnönü and the Turkish officials of the time saw that the British, the French, none of the rest of the world recognized the Kurds - so why should they? Why should they have an alliance with the Kurds? In this way, they failed to keep the promise of autonomy they made to the Kurds. But it was Atatürk who personally promised this. In 1924, they wrote a new constitution. Like Erdoğan is doing now, they wrote a constitution that was based on Kurdish denial and genocide. So, they abandoned Kurds and betrayed them.

“ERDOĞAN’S GOAL IS TO CRUSH THE KURDS”

Now some Turkish state officials call us traitors. But they were the ones who betrayed us. Their fathers and grandfathers betrayed us. Now let’s look at these betrayals. Because the Kurds opposed this, they started on the Kurdish genocide and massacres. Lice, Hani, Pasûr, Geliyê Zilan, Sason, Mutki - they committed massacres one after the other. Turkish intellectuals should consider these. They should have conscience. Erdoğan is tricking the whole society in Turkey. He says “Turkey has an issue of survival, this war is Turkey’s war of liberation”. This is a great big lie. This isn’t Turkey’s war of liberation, it is a war to save Erdoğan’s power. He has made it his principal goal to crush the Kurds. But in the past, the Turks got out of all their dire situations through alliances with Kurds. The last one of these was when Leader Apo issued a historic declaration in 2013 and tried to rekindle the Kurdish-Turkish alliance. Erdoğan didn’t say yes or no at first, but then he rejected the declaration. Everybody in Turkey should see this. People should have some conscience. They shouldn’t be utterly cruel. The Kurdish people demand their rights in Syria, he says “I have a survival problem”. He declares war against this. What kind of chauvinism is this? What kind of animosity is this?

In short, the path Erdoğan is on is no path at all. It is the path of their downfall. Their path is short, and they will fall. They can’t build a power through this unjust and fascistic way. It’s interesting, there are things Erdoğan has said in the past, for example he said “A forced solution will not be possible for Syria”, but now he’s doing the exact same thing. But they can’t prevail. We trust in the conscience of the peoples of Turkey. Our struggle won’t bow down to AKP’s methods. It will raise the struggle, but we believe in the conscience of the peoples of Turkey, they will break this wave of fascism.

“ERDOĞAN WANTS TO BECOME PRESIDENT OVER ANTI-KURDISH SENTIMENT”

Erdoğan wants to build his referendum strategy over standing against us, and that is how he is making propaganda. A few days ago, Erdoğan said: “Those who say no are İmralı and the PKK, so No means voting for them”. This is a distortion. The current system isn’t democratic. There is the parliamentary system in place, but all Kurdish parliamentarians are in dungeons. Where is the democracy in that? You know how they say there is always something worse. They want to implement that something worse. They want to institutionalize and complete the foundations Kenan Evren laid during September 12. He wants to make himself president over anti-Kurdish sentiment and a hatred towards Kurds. With this way, he aims to be president to Turkey for 12 years. Now he’s laying the groundwork for this.

“SAYING YES IS SAYING YES TO THE MASSACRES IN KURDISTAN”

In the past they called Erdoğan the Roughneck of Kasımpaşa. Roughnecks are courageous, but he isn’t so. He binds his opponent’s hands and feet and then calls on them to fight. Now there is no basis left for propaganda for any opposition media, or a party, or academics, or Kurds. By enacting the State of Emergency law, he wants to achieve results through oppression and force. This is despicable. There is nothing about this that aligns with democracy, law, or courage. He wants to legalize the fascist dictatorship and continue. Approving of what he wants to do is approving of the Cizre genocide. Approving this is approving the destruction of Şırnak, Nisêbîn, Sûr, Gever and Hezex. Approving this is approving the practices in Kurdistan. Approving this is approving the attacks on Rojava, approving the attack on the future of the South, approving the attacks on the existence and the gains of the Kurdish people. For this, nobody with dignity, honor and pride should say yes. It’s not acceptable to approve something that is so much against one’s interests. People who don’t want this war to spread even more should not say yes. Our people and everybody should know this. This isn’t a party matter, everybody should oppose this, not just HDP members.

“ALL WHO WANT TO STAND AGAINST FASCISM SHOULD SAY NO”

We follow the opposition media and the Kurdish media. They have a more inward-oriented broadcasting philosophy. They speak to Kurds, Alevis and leftists mostly. This is a unidirectional approach. They should also have a broadcasting policy that can relay the truth to the AKP base. Look, even AKP founder former President Abdullah Gül has voiced his discomfort with Erdoğan. The propaganda language should appeal to a wider societal base. It should embrace all groups who were tricked, the groups Erdoğan tricked, those who voted for him, Turks, Kurds, public workers, blue collars, villagers, all the tricked groups should be reached out to. If there is such a widespreading effort, if social groups are not dissociated, the No choice will prevail in the referendum. This is possible, but it will take effort. This effort also has to be widespread. All who don’t want the war in Turkey to get more violent, all who want to stop this wave of fascism should say no in the referendum. This is a humane duty and responsibility.

“THE RESISTANCE DEVELOPED UNDER CIZRE AND SUR’S LEAD WAS A NEW PHASE IN OUR STRUGGLE”

February 8 was the first anniversary of the Cizîr resistance. I salute the heroic people of Cizîr, the people of Botan and Şırnak, and all our people in all the resisting cities. I give them my regards. I salute all Cizre martyrs in the persons of great heroes Mehmet Tunç and Asya Yüksel, and I promise that their memory will live on in the Kurdistan freedom struggle. The resistance that developed under Cizre and Sur’s lead and spread to many regions like Botan, Nusaybin, Gever and Derik was a new page in the history of our struggle, it was a new phase and it was very significant. Now, we are focused on the deficiencies and the insufficiencies, we hold discussions. We want to draw lessons from all the pains our people have endured and we want to crown them with victory. Our people should know that we are focused on this. We will avenge our martyrs, we will uphold their memory, we will end the cries of the Kurdish mother. As a movement, we are focused on these. The hardships our people endure are important to us, and we are focusing on them.

“WE WILL REACH CERTAIN VICTORY IN THE 19TH YEAR OF THE CONSPIRACY”

Our people should face the February 15 conspiracy with resistance in the mentioned framework. They should prepare for a strong Newroz this way. And they should be in a strong alliance. I know that there are institutions that want to provide more support, but they can’t reach each other. If the solidarity is developed, the hardships our people face, especially the issues in resistance cities like Şırnak, Nusaybin, Gever and others will be overcome. I believe these troubles will be overcome. As you know, they destroyed our cities, and then said “PKK destroyed them”. The enemy is being an enemy. They came and tore down our cities and our homes. And they are trying to pin that on us. This is an enemy without honor, dignity, or pride. But nobody should fall for their propaganda. This is the enemy. Back in the day the old people had a saying: “If the Turkish state was a donkey, don’t ride it. Or it will kick you off.” Our people and our youth should know this, and not fall for the dirty politics of the state. They should protect themselves against the state. If Leader Apo defends himself against psychological warfare methods and upholds a certain approach, every one of our youth, each patriot, each free woman should defend themselves like that, organize and become a force. In the past our main shortcoming was being an organization. But now we need to strengthen our organization. For example, you don’t need a cadre for February 15. All should work as cadres in the areas they are in, organize themselves and develop the necessary attitude. Let’s uphold the memory of our martyrs through achieving victory via the experience we gathered from the centers of resistance, primarily Cizre.
