The mandate by AKP government reveals that the currently ongoing state terror in North Kurdistan had been planned in advance, and the issue of trenches and barricades is just an excuse put forward to justify this war.

The mandate has come to light after PM Davutoğlu's most recent confession that the siege in Kurdish towns on the grounds of trenches had been planned previously.

The mandate which was signed by Prime Minister Ahmet Davutoğlu and sent to offices of all governors in August is titled “Counter Terrorism, Peace and Security of Citizens”. The mandate was prepared by the Prime Ministry General Directorate of Security Affairs, and consists of 19 points.

PLANNED SIEGE

The mandate says that; "Security units will be granted authorization within the scope of the Law for Provincial Administration; periods to be determined will observe sufficiency to ensure the effectiveness and continuity of operations. Preventive security powers will be used including in the announcement of a curfew within the scope of the Law for Provincial Administration."

Urging an enhancement of road controls and searches at border crossings, the mandate rules that; "All related security and intelligence units will conduct a coordinated work and planning in order for the accomplishment of the operations to bring down the urban structuring of terrorist organisations, and obstruction of practices to result in probable abuses by terrorist organisations and members and groups affiliated to them. Required reinforcements and armament will be provided."

ELIMINATION OF KURDISH PUBLIC SERVANTS

Regarding a plan for the elimination of Kurdish public servants from Kurdistan, the mandate says; "Necessary administrative and procedural act will be taken regarding the public servants and public institution employees that hinder counter terrorism and are verified to be engaged in attitude and approaches in support of terrorist organisations."

The mandate also urges an enhancement of road and outpost constructions and reinforcement of the military presence across the Kurdish territory.

ECONOMIC BRIBERY

Pointing out that those supporting the state in this process will be provided with "economic bribery", the mandate says; "In case of need, families, social circles and groups backing counter terrorism, as well as war veterans, families of martyrs, temporary and voluntary village guards will be enabled to benefit from public relief."

ATTACKS ON CEMETERIES

The mandate which orders the seizure of construction equipment by state forces, also reveals that attacks on cemeteries and funerals had been planned in advance.

"Funerals will be hindered from being exploited by terrorist organisations and affiliated groups as terror propaganda", says the mandate, after the initiation of which Turkish military forces started to bomb and shell cemeteries of PKK guerrillas in the region, as well as the mosques and cemevis (Alevi place of worship) in graveyards.

The mandate also urged monitoring of international organisations that criticize practices of the AKP government.
