During the new term, Peoples' Democratic Party (HDP) will be giving priority to democratic and civil constitution on the basis of the “Constitution Draft” presented by BDP (Peace and Democracy Party) in 2011. The draft by BDP involves decentralized parliamentary system, regional parliaments and assemblies.

The new, democratic and civil constitution proposed by HDP defends “a parliamentary system which attributes authorities to local administrations” and puts forward proposals such as local assemblies, regional parliaments and regional presidency.

In the wake of the November 1 general election, there exists a possibility of a "referendum for executive presidency" on the instruction of Turkish President Recep Tayyip Erdoğan. The ruling AKP government will bring up a "new constitution" in order to realize the plan of executive presidency.

HDP TO BASE ON THE CONSTITUTION DRAFT OF BDP

On the other hand, HDP maintains its attitude towards the system of executive presidency as it gives priority to a "civil, democratic and libertarian" constitution.

During this process, HDP will be acting in line with the “Constitution Draft” presented by the Peace and Democracy Party (BDP) to the Constitution Conciliation Committee following the 2011 election.

REGIONAL PARLIAMENTS AND ASSEMBLIES

The draft prepared by the BDP of the time, which was later replaced by DBP (Party of Democratic Regions), says "Regional Presidency is comprised of a Regional President and Regional Executive Board. The Regional President is elected by the people from among the civilian citizens competent to be elected as a deputy."
