USA: ISIS 'finance emir' is in Turkey

A high ranking ISIS member, responsible for organization’s finance, Salim Mustafa Muhammad al-Mansur is in Turkey, US Treasury Department said.

The U.S Treasury Department announced that all the assets of Mansur in Iraq have been frozen and he has been added to the US government's list of terrorist individuals.

Earlier this year, Mansur was appointed as "ISIS finance emir for Mosul". According to the Treasury Department he is now in Turkey and operates in Istanbul, Mêrsin and Adana.

"Treasury continues to work in close collaboration with the Government of Iraq to dismantle ISIS financial networks both inside and outside of ISIS-controlled territory" John E. Smith, the director of the Office of Foreign Assets Control, said.

The US has previously disclosed ISIS networks inside Turkey. In June the Treasury Department made public that Ferid Saal, a German-Algerian, "recruited potential ISIS members and facilitated their travel to Syria by providing them with specific contacts to reach out to once they arrived at the airport in Istanbul.

Mansur is known to be an ISIS financier in Mosul even before the city fell into the ISIS’s hands. U.S. Treasury stated, that "Mansur was involved in moving hundreds of thousands of Iraqi dinars to ISIS in Mosul."

The ISIS financier is also known for collecting money on behalf of the gang in 2015, and for selling crude oil by their name.

According to the reports Mansur first joined al Qaeda in 2009 than later turned into ISIS. He is accused of establishing a new financial source for the gang organisation.
