On 20 May 2019, the Municipality of Şêran, Autonomous Administration of the North and East of Syria, represented by the co-chairs Nizar Ebrahim and Tolin Hami, signed a Twinning Agreement with the Municipality of Valparaíso, of the Republic of Chile, represented by Mayor Jorge Sharp Fajardo.

This is the first time that a city of the Autonomous Administration of the North and East of Syria has a formal relationship of cooperation at the municipal level with a city of Latin America, and vice versa.

The objective of this agreement is to establish a mechanism of bilateral cooperation in the areas of human resources management, local public administration, social development, education, environmental care, culture, heritage, economy, sports management, health and technology.
